Bangla turning heat on NE ultras

GUWAHATI, Nov 9 – Pressure on the militants taking shelter in Bangladesh is mounting with every passing day, forcing the leaders of the outfits to constantly shift their hideouts, while, the recent arrest of two senior leaders of the United Liberation Front of Asom (ULFA) has also sent shock waves among the militants, highly placed security sources said. Sources told The Assam Tribune that the response of the Government of Bangladesh to India's requests to take action against the militants taking shelter in that country started changing and the comfort level of the militants and even leaders of the outfits came down drastically. Sources admitted that ULFA foreign secretary Sasha Choudhury and finance secretary Chitraban Hazarika were picked up by the security forces of Bangladesh and handed over to India. But it is still not known why the Bangladesh Government decided to hand them over to the Border Security force (BSF) in Tripura. Because of the fact that Bangladesh does not have an extradition treaty with India, the security forces of the neighbouring country preferred not to arrest them, sources pointed out.

According to intelligence inputs, the security forces of Bangladesh have started carrying out raids in the hideouts of the militant groups from time to time, which has kept the militants on the run. It is reported that there are some known hideouts in Chota Gajni and Bara Gajni areas of Sherpur district in Bangladesh. "It is a fact that security forces of Bangladesh started raiding the hideouts of the militants, but the results are not yet very encouraging. Under the circumstances, the possibility of the militants getting prior information about the raids from insiders cannot be ruled out," sources added.

Sources said that at one point of time, the international border in Garo Hills was considered most vulnerable to movement of militants, but of late, the movement through the area came down following increase in vigilance and it is also reported that following pressure from Bangladesh, the militants have started shifting their bases from these areas. It is reported that the militant groups have now started shifting their bases towards the Myanmar border, said sources.

It may be mentioned here that at a recent meeting between Border Security Force (BSF) and Bangladesh Rifles (BDR) in Sylhet, the Indian border guarding force handed over a list of 97 camps of Indian militant groups to the BDR officials and asked them to take action against those. The list was prepared on the basis of intelligence inputs and included camps and shelters of different militant groups of the region including ULFA, NDFB, ATTF, NLFT, PLA, KUKL etc. However, sources said that with the militant groups starting to shift their bases constantly, some of the camps might have been shifted by now. However, unlike in the past, when the Bangladesh Government used to deny the presence of militants in that country, the response this time has been very positive, sources added.

Colleagues lynch IRB jawan over missing rifle

Eight arrested as relatives of guard commander refuse to accept body

Imphal, Nov. 9: An India Reserve Battalion havildar commanding an IRB group deployed for an Opposition MLA’s security in Manipur was lynched last night by his colleagues after a weapon of one of the jawans went missing.

The incident took place last night at the official quarters of National People’s Party MLA V. Hangkhalian at the MLA Colony of Lamphel on the city’s outskirts.

In a written complaint lodged with Lamphel police station this morning, the assistant commandant of the 1st IRB, Nameirakpam Manglemba, said havildar Oinam Inaotomba Singh was beaten to death by his colleagues after a self-loading rifle of Tungachin Paite, a rifleman, went missing from their barracks.

Sources said the jawans believed that Inaotomba Singh had something to do with the rifle’s disappearance. Three loaded magazines were also found missing.

It is not clear whether Hangkhalian was at his quarters when the incident took place around 8pm yesterday.

Inaotomba Singh died while he was being taken to hospital, police said.

Security guards deployed at the MLA’s quarters refused to allow journalists inside.

A lady homeguard said they had been instructed not to allow entry to anyone inside the quarters.

She said Hangkhalian was on a tour today and not in the quarters. Neither could the MLA be contacted over phone.

Nine IRB jawans were assigned to guard the MLA.

“A preliminary inquiry found that the havildar was beaten to death by his colleagues who held him responsible for the loss of the weapon. We are interrogating the other personnel,” a police officer investigating the case said.

All eight IRB jawans have been arrested.

As the police were questioning the jawans at an undisclosed location, the relatives of the deceased assembled at the gate of the police station demanding action against the accused .

The police said the security guards had never provided any information about the loss of the weapon.

“We do not know how and when the weapon went missing. No report was given to the police. We are also investigating the matter,” the police officer said.

“My uncle (Inaotomba) was not responsible for the loss of the weapon. About a week back he came to our Bashikhong home in Imphal East on leave.

“We learnt from him that when he had reported for duty the weapon was found missing,” Oinam Prem Singh, a relative of the deceased, said.

He demanded that all the jawans be brought to book and punished accordingly.

“Till then we will not accept the body,” he said.

A senior police officer said a thorough inquiry would be conducted into the incident.
